 | Raymond Gogel, Vice President, Customer and Enterprise Solutions and Chief Administrative Officer, XCEL ENERGY Dr. Gogel is responsible for Xcel Energy's Customer and Enterprise Solutions group, which provides all information technology, customer care, revenue cycle, human resources and Utility Innovations services at Xcel Energy. The group's mission is to drive "business transformation that yields bottom line results" for the company. Prior to the formation of Customer and Enterprise Solutions, Dr. Gogel was President of the Business Systems business unit, which managed portfolio performance for Information Technology and enterprise business processes. Xcel Energy has been ranked in the Top 20 of Information Week's Top 500 I/T organizations for multiple times over the last 5 years. Business Systems has also garnered significant marketplace recognition for its unique forms of I/T governance and innovations, as seen in Xcel Energy's Program Management Office and Utility Innovations. Prior to joining Xcel Energy, Dr. Gogel was vice president of client services for IBM Global Services and was the IBM executive in charge of Strategic Outsourcing for Xcel Energy. Dr. Gogel also held leadership positions in IBM's Business Process Management group and in the Utility and Energy Services division as strategist, business process architect and delivery executive. In addition, Dr.Gogel served in various positions at Public Service Electric & Gas Company of New Jersey. Dr. Gogel received both a doctorate and master's degree in philosophy from Drew University, in Madison, N.J., following studies abroad at Freiburg University in Germany.  | Don McConnell, President, BATTELLE ENERGY TECHNOLOGY Mr. McConnell serves as President of Battelle Energy Technology and a Battelle Corporate Senior Vice President and with responsibility for Battelle's energy business worldwide. He oversees the development of Battelle's five principle lines of energy business, focusing on near-zero emission hydrocarbon conversion, carbon management solutions, alternative energy, energy infrastructure and nuclear fuel cycle solutions. These businesses provide integrated commercial services and products to industry, while collaborating with the National Laboratories which Battelle operates to realize innovation from discoveries in energy science and technology. Collectively, the overall energy research and development effort under Battelle's management in 2006 encompassed $886 million for government and industry. Mr. McConnell currently serves as a member of the Battelle Executive Committee and the International Board of Battelle. He participates on the Advisory Board to Battelle Ventures and is past chairman of the board of Battelle's Scientific Advances Venture fund. He also serves as a member of the board of governors and/or the energy review committee for each of the five of the national labs managed by Battelle manages for the Department of Energy: Pacific Northwest, Oak Ridge, Brookhaven, the National Renewable Energy Laboratory and the Idaho National Laboratory. Overall laboratory operations comprise over $2.8 billion in annual research volume and some 19, 000 staff. |

At the time of leaving NGC, Peter held the post of Programme Manager for the Review of Electricity Trading Arrangements (RETA) which was useful background for his 6 year period in Regulatory Affairs which included market opening and the implementation of wholesale trading arrangements. Following a 6 month secondment as the Financial Controller of Power Generation Peter then took up the Chief Information Officer post on 1st July 2006. Most recently he was actively involved with developing the ESB Corporate Strategy. |

| Carol Ray, PMP, Director, Utility & Energy Products, UTILIPOINT INTERNATIONAL, INC. Carol Ray, PMP, has been in the Energy and Utilities industry for over 15 years; in 2007, she was the program manager for one of the largest AMI initiatives in North America, managing AMI infrastructure projects, Meter Data Management Application (MDMA) initiatives and overseeing more than 20 projects in the AMI program. Ms. Ray has focused on transmission and distribution projects for AMI infrastructure in Powerline Carrier (PLC) and Broadband over Powerline (BPL), MDMA infrastructure projects, and has successfully managed and implemented numerous Smart Metering initiatives which include meter data portal projects, AMR/AMI network projects with related business, process changes and workflow management. She also attended the State of Texas Advanced Metering Infrastructure Technologies workshops as a technical representative and UtiliPoint's AMI/MDM working group in the United States. Prior to joining UtiliPoint, Ms. Ray held project and program management positions with Capgemini, PNM Resources, ITRON, Central and South West (now AEP) and the Lower Colorado River Authority (LCRA). Utility Contract assignments included Oncor and the Electric Reliability Council of Texas (ERCOT). She was also an Information Technology director for a Fortune 500 company in the Customer Relationship Management industry. |

 | Mary Rich, IT Manager, Intelligent Utility Network, CENTERPOINT ENERGY Mary Rich has over 35 years of IT experience. She has been in the energy business most of that time except for a period when she worked for NASA. Ms. Rich joined CenterPoint Energy in 1999 as a Project Manager to implement a new Outage and Mobile Data system. In 2002 Texas De-regulated the electric energy market and she worked as the IT Manager for all Texas Market Transactions. For the last two years Ms. Rich has been the IT project manager for the AMS and Smart Grid project. |

 | Barry T. Smitherman, Chairman, PUBLIC UTILITY COMMISSION TEXAS Barry Smitherman is a fourth generation Texan appointed by Governor Rick Perry to the PUCT on April 21, 2004. He was reappointed on September 13, 2007 and promoted to Chairman on November 14, 2007. Barry is a member of the State Bar of Texas, a member of the Governor's Competitiveness Council, an ex officio board member of the Electric Reliability Council of Texas (ERCOT) and the Texas Regional Entity (TRE), a member of the Regional State Committee (RSC) for the Southwest Power Pool (SPP), a member of the National Association of Regulatory Utility Commissioners (NARUC) Committee on Energy Resources and the Environment, serves as one of 30 members of the U.S. Department of Energy's (DOE) Electricity Advisory Committee (EAC) and is Vice-Chairman of the Texas Advisory Panel on Federal Environmental Regulations. Mr. Smitherman received his J.D. from The University of Texas School of Law while working at the State Capitol for Senator Lindon Williams. Afterward he received a M.P.A. at Harvard University and was awarded the first Joel Leff Fellowship in Political Economy by the Kennedy School of Government. Between 1986 and 2002, Mr. Smtherman was a public finance investment banker working with state and local governments throughout the South, Southwest and Midwest to build infrastructure projects such as roads, bridges, airports, water and sewer systems, schools, hospitals, and sports facilities. During this time he held leadership positions with First Boston, Lazard Freres, JP Morgan Securities, and Bank One Capital Markets. Beginning in 2003, Mr. Smitherman began a second career as a prosecutor with the Harris County District Attorney's office. During this time he successfully prosecuted many jury trials against defendants charged with DWI, assault, theft, possession of controlled substance, and numerous other crimes. At the time of his appointment to the PUCT, Mr. Smitherman was part of the prestigious Family Criminal Law Division (FCLD) which prosecutes domestic violence cases, especially cases where the victim has recanted the occurrence of the crime. Mr. Smitherman is also a former adjunct professor of public administration at the University of St. Thomas in Houston and a former member of the Boards of the Texas Public Finance Authority, and the Harris County Health Facilities Development Corporation. |
