Newly Appointed Chairman of the Texas PUC to Address UtiliPoint's
AMI/MDM Working Group's Spring Meeting at CS Week in San Antonio, Texas

Albuquerque, N.M.—January 9, 2008—UtiliPoint® International, Inc. is pleased to announce that Barry Smitherman, Chairman of the Public Utility Commission of Texas, has graciously accepted our invitation as keynote speaker for the AMI MDM Working Group's May 20, 2008 meeting, being held concurrently with CS Week.

In 2004, Gov. Rick Perry appointed Chairman. Smitherman, a fourth generation Texan, to the Texas Public Utility Commission. He was reappointed in September 2007 and promoted to chairman Nov. 14, 2007. An attorney with a master's degree in public administration, Chairman Smitherman has extensive experience as a public finance investment banker and as an attorney working with state and local governments. Following Chairman Smitherman's address, AMI/MDM working group will turn to presentations covering the impact of regulatory requirements on utility AMI and MDM plans and implementation, followed by invaluable group discussions.

The working group meeting is conveniently located in the Henry B. Gonzalez Convention Center, adjacent to the General Sessions Ballroom and the Exhibit Hall for CS Week.

Chairman Smitherman stated, "I am committed to the rapid deployment of AMI in Texas. Business and residential consumers in Texas use more electricity than those in any other state, and ERCOT is forecasting over 2% per annum growth in electricity consumption through the year 2013. While the PUCT cannot mandate generation development, we must do everything possible to ensure that our regulated utilities deploy advanced meters as soon as possible. AMI, along with increased energy efficiency, gives the consumer the power to control their electricity bill."
