Pricing Design: International Experience
2004 Comite Reguladora Electricidad, Mexico. Marginal cost study and assessment of competitive rate structures. Mr. Neenan (Neenan Associates) reviewed retail rates and tariffs to ascertain how well they comported with marginal cost of supply, and made recommendations for how to migrate rate to structures that would be consistent with a competitive electricity market in Mexico. Developed Implementation plan for proposed RTP programs, including schedule and key milestones Review capabilities against requirements and developed a needs list. Conducted simulations to establish program subscription targets and anticipated levels of demand response.
1998 – 2000 British Columbia Hydro (Canada). Funded by the client. Conducted a strategic analysis to identify how retail electric rates could be revised to incorporate market price signals and provide customers with choices in how they buy electricity. Designed and assisted in the implementation and evaluation of a dynamic pricing program for large industrial customers. Adapted the SelectChoiceSM TOU program developed for a U.S. client to the British Columbia market and assisted in its implementation and evaluation.
1998 Togo, West Africa. Funded by World Bank. Reviewed the state utility’s existing tariff structure and developed a new structure consistent with the revenue requirements of a restructured utility industry in Togo.
1997 Ecuador. Funded by World Bank. Worked in country with project team and country counterparts to develop overall project plan. Reviewed the existing utility cost of service and rate structure and made recommendations for adapting tariffs and services to fit a restructured industry that decoupled generation and distribution functions.
1996 Electricorp Marketing (New Zealand). Designed a course for Electricorp to train utility employees how to price electric in a competitive environment and delivered the training course over a three-week period throughout New Zealand to new market entrants. Over 150 professionals attended the course.
1995 Victoria Electric (Australia). Funded by the client. Designed a course to train utility employees on how to price electricity in a competitive environment and served as the lead faculty member for is delivery to over 75 course participants over a three-week period in Victoria, Australia. Duties included testing students and making recommendations for their placement in the restructured utility.
1994 Eskom (South Africa). Developed for ESKOM a real-time pricing program for large customers and conducted training courses for market representatives in several sites in South Africa over a four-week period. Participated in strategic planning exercises to identify the best course for restructuring the electricity industry.
1992 – 1993 Midlands Electric (England). Developed and delivered a tutorial on how to adapt retail electric services to a competitive industry environment. Conducted an in-depth evaluation of the response of customers to Pool prices and hedging contract options.
Demand Response: International Experience
2004 Royal Dutch Embassy. Participated in a workshop, held in Washington, DC, March 9 – 10, 2004 conducted to further the understanding of demand response programs available to integrate with wholesale markets as a possible short-term solution to current concerns regarding resource adequacy.
2004 BC Hydro (Canada). Prepared an evaluation of the role of demand response to supplement energy requirements for Vancouver Island. Examined residential TOU and CPP programs and compared with supply side alternatives including construction of new natural gas generation.
2003 IEA Experts Workshop. Organized and participated in a workshop, held in Albany, NY on September 11 – 12, 2003 conducted for IEA country experts to consider a proposal, prepared by Neenan Associates and others, for a comprehensive, multi-country project to expand the understanding of the value of demand response and to develop processes and tools to help countries achieve that potential.
2003 International Demand Response Symposium. Organized and participated in a workshop in New York City entitled “The Role of Demand Response in Liberalized Electricity Markets,” on September 9 – 10, 2003 that brought together subject matter experts from over 15 countries to compare demand response program initiatives and to address important barriers to greater customer participation in the electricity market.
2003 International Energy Agency (IEA). Delivered the keynote address to an IEA-sponsored Workshop in Paris entitled “Enhancing Demand Response in Liberalized Electricity Markets,” on February 24 – 25, 2003 laying out the foundation for establishing the value of demand response in wholesale electricity markets.
Market Design: International Experience
1997 – 1998 KWM Marketing (England). With an English partner firm (KWM) conducted a multi-client study of customer satisfaction with and response to electricity restructuring in England and Wales. The client consortia included firms from US, Europe, and Asia.
1993 ENRL (Bulgaria). Funded by World Bank. Developed and conducted a workshop on cost of service and rate design principles and practices to over 50 candidates selected to assume a functional role the restructured electricity industry. Work with host country counterparts to develop a framework for establishing market rules for a centrally dispatch power pool.
1991 Electricorp Marketing (New Zealand). Funded by Client. Advised the client on new pricing schemes to introduce and other market structure issues. Conducted pricing design and implementation workshops, throughout the country, for the 39 newly formed retail entities that had assumed responsibility for distribution business in restructured New Zealand market.
1990 – 1993 Electricity Restructuring workshops at various sites in Europe. Mr. Neenan (Niagara Mohawk, Electrotek) worked with a British partner to design and conduct workshops at several sites to help industry professionals adapt commercial operations to the demands of the restructured industry. The first workshop was held in Oxford, England the week that the British PoolCo market opened, in early April 1990. Over 150 market stakeholders attended the workshop to discuss how to use the central pool market to design and market retail products. The experience of Niagara Mohawk Power with RTP during the period 1988-90 was of central interest as because of the similarities of how hourly prices were set and posted. Subsequent workshops were held in London (2002) and Paris (2003) continued the assessment of PoolCo performance and the implications for retail product design and marketing.
