Mr. Burlingame is an international utility expert with 19 years in the utility industry including research and development, business case modeling, financial resource budgeting, business planning, system development, pricing administration, market forecasting and marketing.  Prior to entering the utility industry, he was a Senior Management Consultant with Coopers & Lybrand.  Mr. Burlingame's hands-on experience in several jurisdictions and markets includes the United Kingdom, Massachusetts, Pennsylvania, California, Washington, Florida, Texas and Oklahoma.

Previous to joining UtiliPoint, Mr. Burlingame consulted for the largest independent Retail Electric Provider in the Texas. He also managed his own business aggregating commercial customers in Texas to form buying pools in the competitive marketplace, giving him a unique perspective on both the utility and customer sides of energy markets.  At CSW Energy Services, Inc. Mr. Burlingame led initial investigations and business plan development for sales, pricing, and administrative services for the utility's deregulated retail electric provider in the Texas retail market.  As a consultant to the largest independent Texas retail electric provider, his cost-cutting efforts led to substantial annual savings. He then led a team of company employees and outside consultants in selection and implementation of a financial ERP system.  Mr. Burlingame is a CPA.
