Mr. Carter's primary focus is in the CIS practice.  Mr. Carter has over twenty years of energy and utility industry experience.  His primary focus has been in design, development and support of CIS Billing and Metering systems in both regulated and de-regulated markets. His previous work history includes experience at Alliance Data, American Electric Power, Central and South West Services, and Halliburton Energy Services.
